Stuart Altman is an economist whose research interests are primarily in the area of federal and state health policy. Among his many professional achievements, he served 12 years as chairman of the congressionally legislated Prospective Payment Assessment Commission, formed to advise Congress and the administration on the functioning of the Medicare Diagnostic Related Group Hospital Payment System and other system reforms. He is also chair of the Health Industry Forum, which brings together diverse group leaders from across the health-care field to develop solutions for critical problems facing the health-care system.

Altman has served as dean of the Heller School since 2006. He previously served as dean of the school from 1977 to 1993, and as interim president of the university from 1990 to 1991.

Between 1971 and 1976, he was deputy assistant secretary for planning and evaluation and health at the U.S. Department of Health, Education and Welfare. From 1973 to 1974, he also served as deputy director for health of the president's Cost-of-Living Council, where he was responsible for developing the council's program on health-care cost containment. Altman also co-chaired the Gubernatorial/Legislative Health Care Task Force for the commonwealth of Massachusetts.
