Profile

I am a practicing health economist with extensive global experience advising governments in 16 countries on matters of health system strengthening. This global; work is essentially an application of many years of domestic health policy research and consulting experience helping design and implement provider payment reforms. I have three primary areas of technical experience: (1) designing and implementing incentive contracting and provider payment programs to improve performance of health care providers and programs. (2) health system performance improvement and related measurement, data capture, and information systems design, and (3) health system strategy and country-level strategic planning.
