These countries chose to remain at the margin, were marginalized by the established international financial system, or were seen as too troublesome for their worthwhile integration into the system. In this course proposal, I refer to these countries as economies in transition. Economies in transition, unlike emerging markets, may have incipient demand, but have not attracted significant FDI largely because their legal and economic foundations lack the safeguards that will attract it. The premise of this proposal is that these economies in transition, as well as FDI, will adapt to a newly reconfigured geopolitical and international financial system so that both parties interests can be reconciled. In addition, other conditions will spur adaptation. The course will prepare our students to meet these future challenges by giving them a rigorous grounding on how business links may be forged and preserved in these economies in transition. The first economy in transition that the course will review is Cuba. The course will be taught by a Cuban IBS professor (Alfonso Canella) and have two Cuban guest lecturers. The course will include an in-country visit to Cuba so that students can get first-hand experience on doing business in the real world of economies in transition. 2.0 Course Features 2.0.1 Structure and Philosophy - As with many new courses at IBS, this course will start as a half-semester module in the 2010 spring term. This architecture allows for the following: increased flexibility to students by allowing them to mix semester long courses with modular courses allocation of faculty resources on a more efficient basis ability to expand the course to a full semester if it succeeds and limit losses if it does not provide for an in-country immersion experience as a capstone to the course The course will be a graduate-level course. As such, it will be geared to our current M.A., M.B.A., and M.S.F. students. That said, we expect many of our B.A./M.A. students to matriculate in it as an informal survey of our B.A./M.A. students showed their great interest in such a course. In effect, we expect the course to be a popular offering as it combines the academic training our students have had in economics, business, negotiations, finance, and industry analysis. The course, thus, may serve as a cap stone experience for our undergraduate students in the B.A./M.A. program and as a truly international experience to our graduate international business school students. Lastly, it will provide an accessible complement to our summer-only course on World Financial Centers to that large number of students that are here only during the academic year. 2.0.2 Course Funding - This course will be fully funded by a restricted gift of $150,000, which has already been received. The gift will cover all courses expenses including faculty salaries, guest lecturer fees, university overhead, and a country visit by students and faculty. Students will be asked to pay $250 toward the immersion experience, with additional fellowship support available on a case by case basis. 2.0.3 Immersion Experience/Country Visit We plan to study Cuba as our first special emerging market and visit it during the 2010 spring semester winter vacation. . 3.0 Legal issues By law, all travel by U.S. citizens to Cuba is restricted to family reunification, humanitarian and religious affairs, and academic training. All travel permits to Cuba are handled by the Office of Foreign Assets Control (OFAC) within the Department of the Treasury. In so far as our course is concerned, current regulations allow for specific travel licenses to Cuba under certain restrictions, namely: OFAC will issue a one-year specific license to an accredited U.S. undergraduate or graduate degree granting academic institution authorizing the institution, its students enrolled in an undergraduate or graduate degree program at the licensed institution, and its full-time permanent employees to engage in travel-related transactions and such additional transactions that are incident to.. (a)(2) noncommercial academic research in Cuba specifically related to Cuba for the purpose of obtaining a graduate degree31 C.F.R. 515.565 (a) (2) On April 16th of this year, we filed an application with the OFAC for such a travel license. The license application was signed by the Provost, Dean Magid, and me. The application was reviewed by the Office of the President (Mr. John Hose) and the Office of the General Counsel (Mr. Steven Locke). 4.0 Position within the departmental curriculum and projected enrollment This course, as part of the business curriculum, should complement the following courses:  HYPERLINK "http://www.brandeis.edu/global/current/courses/descriptions/one-course.php?id=976" BUS 270a - International Management and Business Development and  HYPERLINK "http://www.brandeis.edu/global/current/courses/descriptions/one-course.php?id=923" BUS 275f  - Transnational Negotiations. Because of the travel component of the course and to keep logistics and costs to reasonable levels, we propose that the course be limited to 25 students, with the ability to grow to 35 students pending student interest. We anticipate that 2-3 full-time Brandeis faculty and staff will also travel with the students. 5.0 Pedagogical methods This course will be lecture-based and use readings from first-hand sources, mostly books, peer-reviewed journals and specialized magazines that focus on international relations, business, and Cuba, in particular. The course will also bring in two Cuban speakers to complement the IBS faculty member, also Cuban. 6.0 Text for the Course Bulletin We study transition economies by examining their history, customs, legal environment, macroeconomy, and selected industrial sectors. The class will then visit a selected transition economy to understand its business climate and learn how best to do business with it. This course looks at the history of these economies to understand their context, examines their key industries, and makes inferences on how these economies, through these key industries, may do business in the future. This course, unlike most other courses at IBS, will spend about one week overseas visiting a transition economy (Cuba for 2010) in order to gain some first-hand understanding of how these transitions are expected to evolve. Students taking this course should have completed all their 1st year courses. This is because the 1st year at IBS grounds students in the fundamentals accounting, macroeconomics, foreign exchange, trade, and basic finance. What skills will be developed in this course? After completing this course, students should understand how economies in transition look to do business. This model may be used to determine how other economies, albeit not in transition, may manage some of their industrial sectors. What are the basic requirements/workload? Students should expect to invest 6-9 hours per week outside of class on the course. During the visit to Cuba, we will visit facilities during the day and have formal debriefings every night. Note that there will be substantial background readings to be done prior to the first class meeting. Students are expected to do these readings during the break between the fall and spring semesters. Please see the course schedule for more detail on this. 5. What about the travel visas and requirements? IBS has applied for a travel license to the U.S. Department of the Treasury. This license, if granted, will allow students in the course to travel to Cuba. We will have three IBS representatives travel with the students Alfonso Canella, Dean Bruce Magid, and Mr. Manuel Nuez, Vice President, Wellington Management. All three IBS representatives speak Spanish fluently, and Mr. Nuez knows the country very well. The only restriction other than the license that we know of is that Fulbright students may NOT travel to Cuba because of the terms of their visas. Travel is expected to take place February 15-19, 2010. 6. What about trip logistics and requirements?
