NIH NOT-OD-13-054 Reminder of NIH's Policy for Handling Electronic System Issues that Threaten On-Time Grant Application Submission
The submission of a grant application is a process that requires applicant organizations to register and interact with a number of Federal electronic systems, including NIH's electronic Research Administration (eRA) Commons, Grants.gov, and the System for Award Management (SAM). Each of these systems is managed by a different Federal agency and has different help desks. On occasion, technical problems with one of these Federal systems could result in an applicant failing to meet the grant application due date. This Guide Notice serves as a reminder of NIH policies regarding the submission of late applications if a system issue beyond an applicant's control is suspected as the cause of the late application.

NIH NOT-OD-13-045 Request for Information (RFI): Inviting Comments and Suggestions on the Implementation of the Recommendations of the Advisory Committee to the NIH Director Working Group on the Biomedical Research Workforce
This Notice is a time-sensitive Request for Information (RFI) inviting comments and suggestions on the implementation of the recommendations of the Advisory Committee to the NIH Director (ACD) Working Group on the Biomedical Research Workforce.

NIH NOT-OD-13-043 NIH Operation Plan in the Event of a Sequestration
The NIH continues to operate under a Continuing Resolution as described in NOT-OD-13-002, and therefore all non-competing continuation awards are currently being funded at a level below that indicated on the most recent Notice of Award (generally up to 90% of the previously committed level).

NIH NOT-OD-13-042 Changes to Public Access Policy Compliance Efforts Apply to All Awards with Anticipated Start Dates on or after July 1, 2013
For non-competing continuation grant awards with a start date of July 1, 2013 or beyond:
1) NIH will delay processing of an award if publications arising from it are not in compliance with the NIH public access policy.
2) Investigators will need to use My NCBI to enter papers onto progress reports. Papers can be associated electronically using the RPPR, or included in the PHS 2590 using the My NCBI generated PDF report.

NIH High-End Instrumentation Grant Program (S10)
The ORIP High-End Instrumentation Grant (HEI) program encourages applications from groups of NIH-supported investigators to purchase a single major item of equipment to be used for biomedical research that costs at least $750,000. The maximum award is $2,000,000. Instruments in this category include, but are not limited to, biomedical imaging systems, NMR spectrometers, mass spectrometers, electron microscopes and supercomputers.

NIH NOT-OD-13-035 NIH Requires Use of RPPR for All SNAP and Fellowship Progress Reports, and Expands RPPR Functionality
The use of the eRA Research Performance Progress Report (RPPR) Module for submitting Streamlined Noncompeting Award Process (SNAP) and Fellowship progress reports will be required for awards with start dates on or after July 1, 2013 (i.e., due dates on or after May 15, 2013, for SNAP awards and May 1, 2013, for Fellowships).

NIH NOT-OD-12-160 Upcoming Changes to Public Access Policy Reporting Requirements and Related NIH Efforts to Enhance Compliance
With this Notice, NIH informs grantees that in Spring, 2013, at the earliest, NIH will delay processing of non-competing continuation grant awards if publications arising from that award are not in compliance with the NIH public access policy. The award will not be processed until recipients have demonstrated compliance. This change will take effect in tandem with NIH requiring the use of the Research Performance Progress Report (RPPRs) for all Streamlined Non-competing Award Process (SNAP) and Fellowship awards in the Spring of 2013 (see NIH NOT-OD-12-142).

NIH NOT-OD-12-014 Recovery Act: Notice of Revised Term of Award for All Recovery Act Awards to Ensure Project Completion by September 30, 2013
The purposes of this Guide Notice are to 1) notify recipient institutions and Program Director(s)/Principal Investigator(s) (PDs/PIs) that NIH is revising the terms and conditions on some active Recovery Act awards to amend the current automatic no-cost extension authority by limiting the ability for awardees to extend the final budget period of a project period to no later than September 30, 2013 without prior NIH approval; 2) establish a procedure for recipients to request prior NIH approval for extensions beyond September 30, 2013; and 3) provide options for those recipients unable to accept the revised terms of award.

NIH NOT-OD-11-98 Mandating Use of the Commons to Submit No-Cost Extension Notifications
Effective October 1, 2011, NIH is requiring grantees to use the No-Cost Extension feature in the eRA Commons to notify NIH when they exercise their one-time authority to extend, without additional funds, the final budget period of a grant. The ADOBE-FORMS-B2 packages will be used with new funding opportunity announcements (FOAs) posted on/after July 22, 2011. In addition, NIH will reissue R01, R03, and R21 parent announcements with the new forms on July 22 and expire the current parent R01, R03, and R21 FOAs on January 8, 2012 . Applicants may use either the current parent FOAs with ADOBE-FORMS-B1 or the new parent FOAs with ADOBE-FORMS-B2 packages for deadlines on/before January 7, 2012, but NIH strongly encourages applicants to use ADOBE-FORMS-B2 whenever possible. Applicants downloading forms from the current parent announcements will encounter a splash screen directing them to the new parent announcements once they are posted.

NIH NOT-OD-11-68 NIH Fiscal Policy for Grant Awards - FY 2011
This Notice provides guidance about the NIH Fiscal Operations Plan for FY 2011 and implements the Department of Defense and Full-Year Continuing Appropriations Act of 2011 (P.L. 112-10). The Act provides NIH with $30.9 billion or nearly 1 percent less than the total FY 2010 budget authority level of $31.2 billion. NIH will consider adjustments to these levels after the final appropriation is enacted, but expects institutions to monitor their expenditures carefully during this period.

NIH NOT-OD-11-036 Advanced Notice of Change in Policy on the Submission of Letters of Reference for Kirschstein-NRSA Fellowship (F) and Career Development (K) Applications
This Notice informs prospective applicants for the Ruth L. Kirschstein National Research Service Award (NRSA) Fellowships and Individual Career Development awards that the Letters of Reference are due by the application receipt deadline date. Prior to this policy change, there was a 5 business days grace period for the receipt of letters of reference after the application receipt due date. The new policy eliminates the grace period.

NIH NOT-OD-11-035 NIH Policy on Late Submission of Grant Applications
This notice provides information on NIH policies related to the submission of grant applications. The notice consolidates policy from previous notices (OD-08-027 and OD-08-111) on late submission of grant applications, updates the policy on late applications in relation to changes in other NIH policies, and includes additional guidance on application submission policies. NIH NOT-OD-11-006 Notice of Revised Eligibility Requirements and Award Administration Information in NIH Funding Opportunity Announcements
On September 14, 2010, OMB issued in the Federal Register Interim Final Guidance Requirements for Federal Funding Accountability and Transparency Act Implementation (2 CFR Part 170). On the same day OMB also issued in the Federal Register (Volume 75, No. 177) Final Guidance on Financial Assistance Use of Universal Identifier and Central Contractor Registration (2 CFR Subtitle A Part 25). Both include new and revised requirements for NIH applicants and grantees, and a directive for agencies to include these requirements in all Funding Opportunity Announcements (FOAs).

NIH NOT-OD-11-005 Notice of New NIH Term of Award on Transparency Act Subaward and Executive Compensation Reporting Requirements
The Federal Funding Accountability and Transparency Act of 2006, as amended ("Transparency Act"), requires the Office of Management and Budget to establish a single searchable database, accessible to the public, with information on financial assistance awards made by Federal agencies. The Transparency Act also includes a requirement for recipients of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards.

NIH NOT-OD-11-004 Notice of Revised NIH Term of Award on use of DUNS Number and New Term of Award on Maintaining an Active CCR Registration
On August 14, 2003, NIH issued Guide Notice NOT-OD-03-055 requiring the use of the Dun and Bradstreet (DB) Universal Numbering System (DUNS) number when applying for NIH grants. Effective October 1, 2010, this policy is being expanded to require all applicant and grantee organizations to obtain a DUNS number and maintain an active registration in the Central Contractor Registry (CCR) database. Additionally, all NIH grantees must notify potential first-tier subrecipients that no entity may receive a first-tier subaward unless the entity has provided its DUNS number to the prime grantee organization.

NIH NOT-OD-10-103 My NCBI Tool to Replace eRA Commons for Bibliography Management
eRA Commons and the National Center for Biotechnology Information (NCBI) have partnered together to provide one comprehensive online bibliography portal. NCBI's My NCB system boasts a feature called My Bibliography, where users can create and store professional citations. As of July 23, 2010, PD/PIs are no longer able to enter citations manually into eRA Commons and must use My Bibliography to enter and maintain any citations they wish to have available in Commons.

To retain these citations (i.e. for use in a future progress report), PD/PIs must transfer them to a My NCBI account. This Notice supersedes NOT-OD-09-075, NOT-OD-06-093, and NOT-OD-09-066, and establishes new stipend levels for fiscal year (FY) 2010 Kirschstein-NRSA awards for undergraduate, predoctoral and postdoctoral trainees and fellows, as shown in the table below. The Tuition and Fees, Training Related Expenses for trainees and the Institutional Allowance for individual fellows remain unchanged, and are also provided below.

NIH NOT-OD-10-073 Final Ruth L. Kirschstein National Research Service Award (Kirschstein-NRSA) Policy for Tuition, Fees, and Health Insurance on Training Grants and Fellowships
In Fiscal Year 2007, the NIH implemented a major policy change in the awarding of tuition, fees, and health insurance on all Kirschstein-NRSA training grants and fellowships (NOT-OD-06-093). In order to ensure consistency in awarding these costs and balance the need to maintain the preparation of future investigators with a desire to moderate the financial impact on extramural institutions, NIH modified existing budget categories and established formulas and caps for calculating the tuition and fees to be awarded. At that time, NIH committed to evaluating the policy change through analysis of information submitted in annual progress reports.

After evaluating the effects of these changes, and finding minimal effects on training grant rebudgeting and the numbers of trainees and fellows supported, the NIH announces that it is formally adopting the policy for the funding of tuition, fees, and health insurance, and will continue to apply it to all future awards.
