Policies and Procedures
The Office of Capital Projects (OCP), under the direction of the Vice President for Capital Projects, who reports to the Executive Vice President and Chief Operating Officer (see the Brandeis University Capital Project Management Structure chart), oversees planning, design, and construction of major capital projects at Brandeis University. The OCP includes the Vice President for Capital Projects, Project Managers, Assistant Project Managers, a Business Manager, a Department Coordinator, and student assistants. For larger projects, OCP, as necessary, engages the services of an outside project management firm. In such cases, the OCP team works closely with these consultants to ensure efficient management of projects. Consistent with OCP's commitment to carry out capital projects with sensitivity and concern for the needs of the various projects' end-users and the University community as a whole, in conformance with the budgetary, schedule, and sustainability requirements associated with each project, please see our chart illustrating client involvement in the various stages of a project.
Planning of capital projects takes place in the broader context of the University’s campus master plan, the Integrated Plan, and various other plans. Information on these University Planning Documents is available.
Major capital projects at
For each capital project, the Project Needs and Considerations are assessed, including physical and collateral needs, programming goals, budgetary goals and requirements, and funding considerations.
Depending upon the type, scope and programmatic needs of a project, a list of project activities and time frames is established. The capital project process typically includes planning and programming, multiple design phases, construction, and project closeout. These Parameters for Major Capital Projects are established and carried out in accordance with the University’s adopted model for capital project management and are consistent with the best practices for institutional capital projects. Each project also meets the University’s requirements for Project Budgeting, Accounting, and Reporting, which include budget tracking, cash flow analysis, and financial status reporting.
