Article V: Allocations Board

Section 1 - Allocations Board Purpose

The Allocations Board shall establish the budgets from the Student Activities Fund for Chartered and Secured Clubs in accordance with this Constitution and its Bylaws, and shall publish their allocations each funding period, henceforth referred to as a marathon, to the Student Union and to the student body by the beginning of the following semester.

Section 2 – Allocations Board Composition 

The Allocations Board shall consist of:

  1. The Union Treasurer(s).
  2. One Union Senator nominated and elected by the Union Senate by majority vote following Fall Elections.
  3. Two members that shall be elected to a three-semester term.
  4. Two Racial Minority members elected by students who have self-identified as members of a racial minority group through the Brandeis University Registrar. Students are only eligible for election as a Racial Minority member if they have self-identified as members of a racial minority group through the Brandeis University Registrar. Each shall serve a one-year term.
  5. Four additional members, each of which shall be elected for a one-year term by the student body. Two of these members shall be elected during Fall Elections. The remaining two members shall be elected in Winter Elections. The terms of each pair of members shall coincide with the terms of the Racial Minority members elected in the same round of elections. 
  6. One non-voting staff representative from the Department of Student Engagement.
  7. By majority vote, the members of the Allocations Board shall also establish rules of order and policies in accordance with this Constitution and the Bylaws.The current rules of order and policies must be shared with the President, Judiciary, and Senate on a semesterly basis in writing. Additionally, the Aboard Co-chairs must verbally present this information to the Senate at least once each year. Any updates to funding policies must be shared with the President in writing with a justification within three days of the policy being voted on by the Allocations Board.

Section 3 – Co-Chairs of Allocations Board

The Co-Chairs of the Allocations Board shall preside over all meetings of the Board. The Chairs shall:

  1. Serve a renewable term of one semester.
  2. Be elected by a majority vote of the members of the Allocations Board.
  3. Not also serve as the Union Treasurer or Union Senator.
  4. Be responsible for the operations of the Allocations Board.
  5. Communicate at least once each semester the undergraduate student body regarding policies and allocation decisions.
  6. Meet weekly with the President or attend weekly Executive Board meetings.
  7. Meet regularly with a member of Student Engagement or the Budget Analyst to provide updates on the Allocations Board and coordinate communication to clubs.
  8. Publish to the student body and to the Student Union website a review of the distribution of the Student Activities Fee (SAF) within one week of its distribution to clubs.

Section 4 – Presidential Veto

The President shall have the power to veto any Allocations Board policy or rule of order within a semester they were passed by Allocation Board or any specific allocation decision made by the Allocations Board prior to the beginning of the semester in which the allocation is designated for. Any such veto may be overturned by a ⅔ (two-thirds) vote of the Senate.
